[5882A] Geospatial System Operator

Clearance: NATO Secret or equivalent
Location: Mons, Belgium

Duties & Role:

• Design, develop and integrate data and services within the Esri platform and other JISR systems.
• Integrate diverse C4ISR data from complex and disparate sources.
• Register authoritative C4ISR data within an Esri-based portal environment.
• Perform complex C4ISR data visualisation and analysis using the Esri platform in an enterprise environment.
• Maintain user-facing GIS web-based tools, including dashboards, portals and related applications.
• Carry out geospatial data selection, analysis and publication, including advanced geospatial analysis services.
• Prepare and facilitate technical workshops.
• Capture and document business and technical requirements.
• Monitor the CIP system and provide ongoing support.
• Deliver CIP and SHAPE-specific development activities.
• Provide on-the-job training based on CIP user requirements.
• Support multidisciplinary teams, including technical, operational and business stakeholders.
• Identify opportunities for service improvements, discuss recommendations with supervisors and implement approved changes.
• Maintain the provisioning environment.
• Participate in technical and operational meetings, providing advice and contributing to solutions.
• Support NATO in developing recommendations for enhancements to existing services.
• Contribute to the design of IT solutions that best meet NATO operational requirements.

Requirements:

• Active NATO SECRET security clearance.
• BSc degree (or equivalent) in a geospatial discipline.
• Minimum of 3 years' experience with the Esri Enterprise platform, including ArcGIS Pro, ArcGIS Portal, ArcGIS Server, advanced publishing methods and best practices.
• Minimum of 3 years' experience configuring and maintaining Esri components such as Dashboards, Viewers and Story Maps.
• Minimum of 3 years' experience in geospatial data visualisation, analysis and service delivery using the Esri Enterprise software suite.
• Strong knowledge of vector data manipulation.
• Good understanding of data management within complex multi-network and multi-user environments.
• Experience automating GIS workflows.
• Strong experience working in Microsoft environments with shared data access.
• Ability to independently plan and deliver assigned tasks while considering policies, programme objectives, priorities, funding and project constraints.
• Ability to execute tasks under the direction of NCI Agency staff.
• Able to work independently and collaboratively within a team.
• Strong verbal and written communication skills in English.

Desirable Skills & Experience:

• Basic Python scripting skills.
• Knowledge of NATO structures, responsibilities and organisation.
• Understanding of NATO Functional Area Services.
• Knowledge of NATO Communication and Information Systems (CIS) Infrastructure.
• Previous experience working in international environments involving both military and civilian personnel.
• Proficiency with Microsoft Word, Excel, PowerPoint and SharePoint.
• Previous NATO and/or military experience.
• Self-motivated with strong communication skills and the ability to work effectively as part of a team.
